In the wake of the Core War, the Pax Imperium sought not only to rebuild but to transform the galaxy into a unified empire. To achieve this, they created the Imperium Accords, a sweeping document that laid the foundation for the Pax Imperium’s government and its rule over the galactic core and beyond. The Accords established a Council of Species, consisting of one elective representative from each species within the empire. This council was designed to give every species a voice, ensuring that the Imperium was inclusive of the many worlds it now governed.
At the head of the Pax Imperium stood the Emperor, the ultimate authority responsible for enacting decisions and leading the empire. The Emperor held total rule but was bound by the Accords’ stipulation that no Emperor could come from the same species twice in succession, ensuring diversity in leadership. Should the council feel the Emperor was no longer fit to lead, they could initiate a Deposition, a formal process requiring 80% of the council’s vote to remove and replace the Emperor.
